Melinda Whittington is a Senior Operations Analyst at Arizona Water Company. She has been with Arizona Water for 2.5 years. These past couple of years, her primary focus has been on customer service support, process efficiency improvement projects, and improved production data collection and reporting.

Before coming to Arizona Water, she was a Water Services Specialist at Central Arizona Project, and for several years she administered and reported on water deliveries to CAP contract holders. Before that, she worked for the City of Scottsdale as a Citizen Services Representative in the water operations department for four years. At the center of this experience has been the forward-facing nature of customer service communications.

Shaina Shay is the Water Resources and Conservation Specialist for Global Water Resources.

Global Water Resources, Inc. is a water resource management company that owns, operates, and manages water, wastewater, and recycled water utilities in strategically located communities in 3 counties across Arizona. Global Water recycles approximately 1 billion gallons of water annually.

Shaina manages Global Water’s conservation program and assists in water resources planning, accounting, and regulatory compliance. These efforts support the Total Water Management framework that Global Water Resources uses to promote sustainable communities in areas where growth may outpace the existing potable water supply.

Sara is the Water Efficiency Program Manager for Liberty. Liberty has seven water and wastewater services areas throughout Arizona, with some areas being located within AMAs. Liberty’s drinking water is 100% groundwater and utilizes reclaimed water for irrigation and recharge within the aquifer. Sara develops, implements, and evaluates water conservation programs, leads drought management, and aids Liberty in achieving its sustainability goals.

Rebecca Stenholm is the Director for Public Affairs for EPCOR USA. She ensures that EPCOR’s business initiatives align with corporate branding. The breadth of her reach includes customer communications, marketing, media relations, public relations, external affairs, crisis communications, community relations, government affairs, and corporate responsibility. Additionally, Rebecca’s team manages internal communications for EPCOR’s employees across the United States.

Rebecca’s experience in communication, media relations, public relations, and government relations spans 20 years in utility, corporate, agency, and non-profit arenas. Her experience includes strategic communications for Macerich, among the country’s largest commercial real estate investment trusts, and the IPO of a New York-based real estate investment trust. With Macerich, Rebecca guided national public affairs, media relations, and consumer-facing communications and provided direct support for development and investor relations.

Rebecca holds a Master’s degree in Mass Communications from Arizona State University and a Bachelor’s degree in Honors English from the University of Western Ontario. She is the recipient of 14 Copper Anvil awards, an Athena Award nominee, seven Copper Quill awards, and her work has been recognized with the International Council of Shopping Centers’ MAXI award. She has received EPCOR’s highest awards, the Bob Phillips and President’s awards, and was recognized in 2021 by the American Water Works Association and the American Business Awards (the Stevie Awards) with the Distinguished Public Service Award and Communications Professional of the Year, respectively.

Outside of the office, Rebecca devotes time to the community. She served as president of Off the Back: The Jim Stenholm Foundation and gives her time to The 100 Club of Arizona and the Association of Law Enforcement Women. A graduate of Leadership West Class XXII, a member of the International Association of Business Communicators. She serves on the National Association of Water Companies Communications Council and the Board of Leadership West.

Patrick Dent, Central Arizona Project

Patrick Dent is Central Arizona Project’s (CAP) Assistant General Manager of Water Policy; Patrick is a registered Professional Engineer in Arizona. He joined CAP in 2000 in the Water Operations group as an engineer focused on the system modeling and engineering support for the operations of the CAP Aqueduct. He has held numerous leadership positions, including Supervising CAP’s Engineering Resources and Water Systems Group(s). Recharge Operations as the Manager of Water Operations was responsible for the 24×7 real-time operations of the CAP system.

Patrick’s role at CAP has consistently been connected to the administration of CAP’s water delivery contracts and the nexus between Water Policy and the operation of the CAP system. In October 2019, he was made the Director of Water Policy, which oversees Colorado River Programs, Resource Planning & Analysis, and the Central Arizona Groundwater Replenishment District (CAGRD). His group is responsible for long-range planning, policy analysis, development, and program implementation for the CAP service area, the Colorado River, and the CAGRD.
